SolSmart Issue Brief: Community Choice Aggregation

A community choice aggregation is a local governmental entity, enabled by state legislation, that provides municipalities greater control over their energy supply. The most common reason for establishing a CCA is the possibility of obtaining more competitive electricity rates. However, a growing number of local governments are establishing CCAs as a way to increase the percentage of their electricity supplied by solar and other renewable energy sources. This SolSmart issue brief provides an overview of how CCA is organized, the process local governments can use for establishing a CCA, and how a CCA can be used to increase solar deployment.
